This online workshop provides attendees with an understanding of various REC programs globally, how they are being used around the world to drive investment in renewable energy, insights into market dynamics, and how a robust REC-based scheme could be used in Singapore to increase investment in renewable energy.


Course Objective

At the conclusion of the training session, attendees will:

  • know how RECs can be used to motivate and enable businesses to procure and/or invest in renewable energy
  • understand different international approaches to driving investment in renewable energy through the creation and monetisation of RECs, including policy design considerations
  • be able to differentiate between different types of RECs and know the advantages and disadvantages of each (including small vs large RECs and the different 'attributes' of RECs under different schemes)
  • know who the 'buyer' of RECs is under different policy designs
  • have an understanding of REC market dynamics and the key factors driving supply, demand and price
  • comprehend the role (actual and potential) of RECs in the Singaporean and regional context
  • receive any updates from the SEAS Work Group on progress made to date
  • understand the future developments in the renewable energy policy space globally.

Certificate

All participants will receive a Certificate of Attendance from SEAS upon completion.

  • Ross Tunmer (Point Advisory)

    Ross Tunmer

    Point Advisory

    Ross is a Senior Manager in the Energy and Climate Change team at Point Advisory. He manages several projects in relation to renewable energy, energy strategy, energy procurement, energy efficiency, energy management systems, and energy monitoring.
    Ross has over 10 years’ experience in the energy consulting arena, as well as interest in sustainability and business, having completed an MBA at the University of Auckland. Ross has worked predominantly with large-scale industrial energy users across a wide range of industries. This work included a number of renewable energy feasibility studies, development of energy management strategies and plans, energy monitoring projects, and various other energy efficiency services.
    In addition to the MBA, Ross also holds a Master of Engineering from Auckland University, and a Bachelor of Mechanical Engineering (Hons.) from Canterbury University.
    Before joining Point Advisory, Ross was a Senior Energy Consultant at Energy NZ, a specialty energy consultancy.

    Charlie Knaggs

    Point Advisory

    Charlie is a Principal Consultant at Point Advisory, one of Australia’s leading sustainability consulting firms. He leads the firm’s efforts in the areas of renewable energy, energy efficiency, greenhouse gas management and the provision of assurance services under various carbon and energy-related compliance programs.

    Charlie has over 15 years’ experience in the sustainability sector, both as a consultant and working in industry. He has worked with clients across most industry and government sectors.

    In recent years, Charlie has contributed to the development of several high-profile energy and net zero emissions strategies, including the ACT’s Net Zero by 2045 commitment and the NSW Government’s Energy Management Systems program. He also audits both projects and liable entities under the Renewable Energy Target.

    Charlie holds a Master of Environmental Management from the University of New South Wales, and Bachelors degrees in Economics and Arts from the Australian National University.

    Prior to joining Point Advisory, Charlie was a Senior Manager in the Climate Change and Sustainability Services team at Ernst & Young (EY).

    Senior Lecturer, Department of the Built Environment, College of Design and Environment at National University of Singapore

    Dr. Stephen Tay is currently a Senior Lecturer in the Department of Building and an Adjunct Researcher at the Solar Energy Research Institute of Singapore (SERIS). Prior to his current role, he obtained his PhD from Imperial College London under the National Research Foundation (Clean Energy) Overseas Scholarship, which was awarded to three individuals nationwide in that year. Dr. Tay was involved in consultancy roles for both the public and private sector in technical advisories, feasibility studies, glare analysis, and RECs adoption. In recognition of his contributions as a strong advocate for the solar PV industry, he was awarded the “Young Green Building Advocate Award” in 2019, which was jointly conferred by Singapore’s Building and Construction Authority (BCA) and the Singapore Green Building Council (SGBC). Beyond teaching, he is passionate in outreach activities related to solar PV for urban environments.

    Fendy is currently serving as the General Manager of Sembcorp Solar Singapore, a subsidiary within Sembcorp Energy that consolidates over 400 Megawatts-peak of solar generating capacity, in operations and under development. With projects spanning rooftops of commercial/ industrial facilities, government agencies’ buildings, as well as floating and utility-scale ground mount, Sembcorp Solar offers a full suite of sustainable energy solutions to its customers. Fendy looks after the entire business operations of Sembcorp Solar, from the business development and commercial, engineering, project development, as well as the operations and maintenance. Fendy has also pioneered the development and management of Renewable Energy Certificates (RECs) business for Sembcorp Solar since 2017, to become one of the largest suppliers of locally generated RECs in the market. He contributed as a member of the Work Group that developed the Singapore RECs Standard SS 673 – Code of Practice for Renewable Energy Certificates.
