Event Details

The Singapore Government recently unveiled the Singapore Green Plan 2030 to advance the national agenda on sustainable development and charts Singapore's green targets over the next 10 years. Up to $19 billion of public sector green projects have been identified to be financed with green bonds to catalyse the flow of capital towards sustainable developments in Singapore and Asia.


In this Expert Series, we have invited representatives from Ministry of Trade & Industry (MTI), Enterprise Singapore (ESG), Jurong Town Corporation (JTC), Land of Transport Authority (LTA) and Monetary Authority of Singapore (MAS) to share more about the Singapore Green Plan and their upcoming initiatives.

    Assistant Chief Executive Officer, Urban Solutions, Sustainability & Enterprise Finance at Enterprise Singapore

    Mr Geoffrey Yeo serves as Assistant Chief Executive Officer at Enterprise Singapore, and currently oversees the Urban Solutions & Infrastructure Services, Sustainability and Enterprise Finance portfolios.
    Prior to his current appointment, Mr Yeo’s last role was Executive Director overseeing Enterprise Singapore’s Circular Economy & Sustainability division. He has previously held Director positions at SPRING Singapore for various portfolios including Strategic and Corporate Planning, Financing and Incentive Management and Urban Solutions.
    Geoffrey was the General Manager of SEEDS Capital Pte Ltd, the investment arm of Enterprise Singapore which directs investments into Singapore-based technology startups in emerging and strategic sectors. Before joining the public service, he had spent a number of years in the private sector, with experience across finance and business development roles within the IT and Transport & Logistics industries.

    Ms Leow Lay May is Director of Energy Division and Industry Division (Climate Change & Sustainability) in the Ministry of Trade and Industry (MTI). The Energy Division is responsible for formulating Singapore’s energy policies and strategies, fostering the development of competitive energy markets, and promoting regional energy cooperation. The Climate Change & Sustainability team coordinates and formulates policies and strategies to support the pursuance of opportunities in the green economy, and to achieve our climate goals. Prior to joining MTI, Ms Leow served in the Ministry of Law, Ministry of Transport, Ministry of Home Affairs, and Ministry of Manpower.

    Deputy Director, National EV Centre of LTA

    Loong Choon is the Deputy Director of the National Electric Vehicle Centre under the Land Transport Authority. He oversees LTA’s efforts in EV-related industry engagement, manpower development and research. Prior to his role in the National Electric Vehicle Centre, Loong Choon held numerous positions in the Singapore Economic Development Board (EDB), working with Large Singapore Corporations, Aerospace and Electronics companies. He was also previously based in Japan as EDB’s Regional Director for Tokyo, facilitating Japanese investments into Singapore.

    Lydia has been working in the fields of sustainable urban development, climate adaptation, resilience and water management over the past 20 years. Currently in JTC as deputy director of Sustainability, she is involved in driving the sustainability transformation and decarbonization roadmap implementation within JTC, WOG and industry. Using innovation as an enabler, the sustainability R&D portfolio of her department covers areas such as new materials, sustainable cooling, smart building controls & renewables. She has over 10 years of experience practising in the industry and spent a few years in NUS developing a strategic water alliance. She sees excellent opportunities now for government, industry and academia to combine forces for sustainability impact.

    Meena leads the green finance development team at MAS’ Financial Markets Department. Her role involves growing green financing flows, markets and an eco-system in Singapore, to achieve the vision of Singapore as a hub for Green Finance in Asia and globally. She achieves this through a combination of policy, financial, capability, talent and technology development support, grants, network and partnership development efforts. Prior to her time at MAS, Meena spent eight years at International Enterprise Singapore (now Enterprise Singapore) overseeing the application of free trade agreements by companies, and market and business development opportunities for Singapore companies in North and South America.

Serene’s portfolio covers the energy sectors and lead a team to engage committed enterprises to assist them in building capabilities, innovate and expand their presence to the global arena. Prior to her current role, she spent several years in the private sector as a principal mechanical engineer, with experience in marine system and maintenance engineering.

    Kavita has more than 15 years’ experience in the environment and development sector. Kavita has been involved in multi-dimensional projects like the United States Asia Environmental Partnership (US_AEP) and was instrumental in setting up the Clean Technology Environmental Management Centre (CTEM) in the Singapore Manufacturers’ Association. She worked with startups and SMEs as a manager of the Singapore Association for Environmental Companies (SAFECO). Kavita has an MSc in Environmental Management from Wye College, University of London.

    Mr Christophe Inglin has over 18 years of experience in the field of photovoltaics. He is currently the Managing Director of Energetix Pte Ltd. He is also on the council of SEAS as vice-chairman.
    Christophe was Managing Director of Phoenix Solar Pte Ltd, one of Singapore’s best respected solar systems integrators. Prior to that, he spent 10 years with Shell Solar Pte Ltd (formerly Siemens Showa Solar), a leading manufacturer of PV cells and
    modules. He is an invited trainer for the GreenMark Manager Programme held by the BCA Academy.

    Christophe holds a BSc in Electronic and Electrical Engineering from the University of Surrey in England, and an MBA from INSEAD in France.

Choon Jin’s portfolio covers the energy, water and waste management sectors and he leads a team to engage committed enterprises to help them build their capabilities, innovate and expand their presence internationally, in particular Southeast Asia. Choon Jin participates actively in various multi-agency collaboration platforms and work closely with stakeholders on sustainability-related discussions. Prior to his current role, Choon Jin was overseeing the Marine & Offshore cluster and also spent a few years in private sector R&D as well as the banking industry.
